Regional Planning

ACRPC uses the framework of the Regional Plan to guide and coordinate change and development in the region in accordance with present and future needs and resources. ACRPC is responsible for producing and approving a regional plan every five years.

In its planning efforts, ACRPC strives to:

  • Promote economic development, increasing jobs and income
  • Preserve the natural beauty of Vermont
  • Obtain and maintain efficiency in government expenditure
  • Safeguard and extend local autonomy in planning and development decision

ACRPC amended the current regional plan on February 9, 2022 after updating the Housing Section (3.1-3.53) of the Plan.

Note: Each plan section retains the date the section was last amended in the header. However, all plan sections not replaced were re-adopted and continue to be in effect under the July 18, 2018 plan.

Addison County Regional Plan

2018 Amendment of the Energy Section (Adopted 11 April 2018)

The ACRPC updated and replaced the Energy Section of the Plan, within the overall energy planning framework of the State, in order to plan for our future energy usage and infrastructure. This Plan addresses the Region’s best interests in three key areas:

  • Economic needs and opportunities;
  • Environmental protection; and
  • Energy security.

The entire Plan as amended on July 18, 2018 was formally readopted.

2016 Addison County Regional Plan Amendments and Re-Adoption of the Regional Plan

In 2015, the ACRPC Plan Re-Write Committee, with help of other committees, worked on four Sections of the Regional Plan and in December, 2015 the Commission voted to hold public hearings on the Sections for adoption as required. The Sections included:

ACRPC chose to update the sections noted above for two reasons. First, since ACRPC has had a policy of updating and re-approving its plan incrementally, it wanted to address some of the elements that had not been updated recently and to ensure consistency. In many cases ACRPC was not looking to make major policy changes, but to update and reconcile its existing plan. Second, in 2013 the Vermont Association of Planning and Development Agencies (VAPDA)–of which ACRPC is a member– hired a consultant to review all regional plans and make recommendations for improvements. ACRPC agreed to update certain elements of its plan in response to that consultant’s report. Many of the changes to Sections 2, 2a, and 8 respond to the consultant’s report.

Housing Committee

The Housing Committee sets priorities for regional housing policies, projects, and issues. This Committee is working jointly with Addison County Economic Development Corporation to help ACRPC staff in updating the Housing and Population sections of the Regional Plan.
